The
time is here to comply with the NPDES permit requirements!
The new Phase II
NPDES permit requirements recently went into affect
immediately placing new and additional responsibilities
on municipalities and the owners/ operators of
separate storm sewer systems (MS4s).
The purpose of the
Phase II rules is to improve the water quality
of streams, rivers and other receiving waters,
in order to protect and enhance their associated
aquatic habitats through the increased control
of unregulated sources of stormwater discharge.
Namely, these numerous stormwater outfalls and
discharges occur throughout developed areas. The
pollutants commonly occurring in stormwater discharge
include nutrients, petroleum hydrocarbons, heavy
metals, pesticides and sediment. These pollutants
originate from diffuse and ubiquitous sources
including the lawns, roads and parking lots of
our suburban and urban landscapes. Construction
sites are also targeted under Phase II, due to
the large amount of sediment often associated
with runoff from areas under development. While
these new rules are enforced nationwide, it is
up to individual affected entities to implement
this upcoming program.
