Setting the Precedent: Blue Acres Floodplain Restoration in Linden

The City of Linden, located 13 miles southwest of Manhattan in Union County, New Jersey, is a highly urbanized area with a complex mix of residential, commercial, and industrial land uses. Originally settled as farmland on broad marshes, the City has deep roots in industrial production that emerged in the 19th century, and its easily accessible location on the Arthur Kill tidal straight helped fuel this industrial development.

Now, the City of Linden, which is home to more than 40,000 people, is considered a transportation hub: it has three major highways running through it (the New Jersey Turnpike, Route 1, and Route 27); its rail station provides critical commuter and industry access; the Linden Municipal Airport is a gateway to the NY/NJ metropolitan area; and its access point on the Arthur Kill is used by shipping traffic to the Port Authority of NY and NJ.

Unfortunately, the industrial boom left a legacy of pollution in the city, so much, that the Tremley Point Alliance submited an official Envionmental Justice Petition to the state. In 2005, the New Jersey Environmental Task Force selected the community for the development of an Environmental Justice Action Plan and listed it as one of six environmental justice communites in New Jersey.

As do many urban municipalities, Linden suffers severe flooding from heavy rains and storms. One of the significant sources of flood water threatening the City comes from stormwater runoff.

Like other communities in the Arthur Kill Watershed, Linden also suffers severe flooding from heavy rains and storms with one of the significant sources of flood water coming from stormwater runoff. Due to a high percentage of impervious cover from houses, roadways, and sidewalks, even small rain events generate a significant amount of stormwater runoff. Over time, these conditions have been exacerbated by the historic loss of coastal wetlands and outdated infrastructure. Nuisance flooding is especially problematic as runoff cannot drain from the area at a sufficient rate to prevent flooding during normal or elevated tidal conditions. Very simply, heavy rainfall is one factor contributing to recurring flooding.

In 2012, Hurricane Sandy caused wide-spread destruction throughout New Jersey and the entire eastern seaboard. The City of Linden was hard hit, and the City’s Tremley Point neighborhood was especially storm-ravaged. Tremley Point, a low-lying community of about 275 homes located at the headwaters of Marshes Creek and in the 100-year floodplain of the Rahway River, is regularly flooded during normal rain events. During Hurricane Sandy, local news outlets reported that a 15-foot tidal surge overtook Tremley Point homes, destroyed roads, and washed up hazardous material such as a 150-gallon diesel tank.

To help communities like Tremley Point recover, the New Jersey Department of Environmental Protection (NJDEP) launched the Blue Acres program under which NJDEP purchases homes from willing sellers at pre-Sandy market values, so residents in areas of repetitive and catastrophic flooding can rebuild their lives outside flood-prone areas. Structures are demolished and the properties are permanently preserved as open space for recreation or conservation purposes. The program began in 1995 and expanded with federal funding after Sandy. The goal of the Blue Acres Program is to dramatically reduce the risk of future catastrophic flood damage and to help families to move out of harm’s way.

As part of the NJDEP Blue Acres Program, Princeton Hydro, in collaboration with the City of Linden, Rutgers University, NJDEP, Phillips 66, National Fish and Wildlife Foundation, New Jersey Corporate Wetlands Restoration Partnership, and Enviroscapes, has undertaken one of the first ecological restoration projects within Blue Acres-acquired properties, which are located in the Tremley Point neighborhood. This project increases storm resiliency by reducing flooding and stormwater runoff by improving the ecological and floodplain function within the former residential properties acquired by the NJDEP Blue Acres Program.

The project includes the development and implementation of an on-the-ground green infrastructure-focused floodplain enhancement design involving the restoration of native coastal floodplain forest and meadow, as well as floodplain wetlands. The restored area provides natural buffering to storm surge and enhances floodplain functions to capture, infiltrate, store, and slow excess stormwater to reduce the risk of future flood damage. In addition, it restores natural habitat and provides public recreation access on NJDEP Blue Acres property.

The design includes re-planting the parcels and the installation of a walking path through part of the area. It also includes the creation of a floodplain bench for the adjacent drainage ditch, an unnamed tributary to Marshes Creek. A floodplain bench is a low-lying area adjacent to a stream or river constructed to allow for regular flooding in these areas. Site improvements include grading of the floodplain bench and minor depressional area; 6-12-inches of tilling, soil amendment, and planting within the planting area; and construction of the gravel pathway.

The project will result in valuable environmental and community benefits to the area, including an annual reduction in stormwater runoff of 4.1 million gallons. This represents a 45% reduction in stormwater runoff. Restoration of the floodplain will also help reduce community vulnerability to storms. The hope is that this project will be a model that fosters more floodplain restoration projects in the future.

June 5: Restoration Ecology Course at Rutgers University

Join us on Wednesday, June 5 for a One-Day Environmental Training Course

Rutgers Office of Continuing Professional Education is offering a one-day class that explores the utilization of mitigation and sustainable design techniques to reduce stormwater impacts and increase storm resiliency.

The course, designed for ecologists, engineers, planners, and landscape architects involved in the recovery of impacted river, lake, riparian, wetland, and coastal environments, draws heavily upon real-world examples of restoration ecology in practice. This interactive course focuses specifically on the multi-disciplined recovery of degraded, damaged, or impaired ecosystems.

Dr. Stephen Souza, a founding principal of Princeton Hydro and owner of Clean Waters Consulting, LLC, is the main instructor and course coordinator. The course curriculum includes lessons from Dr. Souza and a number of experts from the Princeton Hydro team, including:

  • “River Restoration – Large Scale Dam Removal” lead by President Geoffrey Goll, P.E.
  • “Restoration of Tidal Ecosystems – The Creation of the Bayonne Golf Club” lead by Vice President Mark Gallagher
  • “Green Infrastructure and Coastal Resiliency” lead by Senior Project Manager & Environmental Scientist Christiana Pollack, GISP, CFM
  • “Does Green Infrastructure Mitigate Flooding?” lead by Dr. Souza

Course instruction will also be provided by John Miller, P.E., CFM, CSM, FEMA Mitigation Liaison; Nathaniel Burns, Langan Engineering Project Landscape Architect; and Capt. Al Modjeski, American Littoral Society Habitat Restoration Program Director.

Meet Our New Team Members
Miranda Lepek, EIT, Water Resource Engineer

Miranda is a civil engineer with expertise in grading and stormwater design, CAD drafting, environmental sampling, and construction oversight. Prior to Princeton Hydro, she worked for a small site development firm in Michigan where she developed her drafting skills and facilitated multiple aspects of private and commercial land development projects.

Miranda holds a B.S. in Civil Engineering from the University of Michigan – Ann Arbor. While on study abroad, she contributed to the one of the longest-running native amphibian field studies in New Zealand. In other previous experiences, she worked on major projects including the investigation phases of a Superfund site cleanup in Duluth, MN and a comprehensive sampling operation over 40 miles of the Hudson River near Albany, NY. In her free time, Miranda enjoys hiking, foraging, cooking and art.

Sumantha Prasad, PE, ENV SP, Water Resource Engineer

Sumantha is a Water Resource Engineer with a B.S. in Bioenvironmental Engineering from Rutgers University and a M.S. in Environmental Engineering and Science from Johns Hopkins University. She worked in Maryland for seven years focusing on ecological restoration projects, including stream restoration, wetland creation and enhancement, and stormwater management, and she worked for 3 years with a primary focus on highway hydrology and hydraulics.

In her spare time, she enjoys being a Toastmaster and serves as the Treasurer to a 501(c)3 organization dedicated to creating inclusive housing communities for adults with disabilities. She also enjoys telling terrible puns unapologetically.

Pat Rose, Environmental Scientist

Pat’s interest in aquatics began during a summer course studying at Lake Atitlán, Guatemala as an undergraduate at SUNY Oneonta. After graduation, he spent a year volunteering with AmeriCorps in Knoxville, Tennessee as part of a Water Quality Team. While in Tennessee, Pat spent the majority of his time educating high school students on how to protect and improve local waterways and watersheds as part of the Adopt-A-Watershed program. During his year with AmeriCorps, Pat worked with government organizations to perform biological sampling and erosion monitoring in local streams.

Pat graduated from SUNY Oneonta with a M.S. in Lake Management in December 2018. During his time in graduate school, he created an interim lake management plan for a small reservoir in New York that has had cyanobacterial blooms over the past few years. Pat spent this past summer completing a co-op with an aquatic plant management company in the Pacific Northwest, working primarily with invasive Eurasian and hybrid watermilfoil populations.

Duncan Simpson, Senior Environmental Scientist

For nearly a decade, Duncan has served as an Environmental Scientist/Planner in the Mid-Atlantic Region. His experience includes a wide range of natural resource studies, documentation, and permitting at both the project and program level. He has special expertise in wetlands; Waters of the US delineations; and permitting for stormwater management facilities, stream restoration, and TMDL program projects. He has conducted forest stand delineations; rare, threatened and endangered species consultations; mitigation monitoring; and National Environmental Policy Act (NEPA) documentation.

Duncan holds an M.S in Biology from Towson University and a B.S. in Environmental Science with a Wildlife and Fisheries Conservation Minor from the University of Massachusetts. During his graduate studies, he researched amphibian species found in Delmarva Bays and testing models that predict their presence based on abiotic habitat characteristics. He also served as a student member of the Northeast Partners in Amphibian and Reptile Conservation (NEPARC) steering committee. Duncan is a Professional Wetland Scientist and member of the Society of Wetland Scientists. In his spare time, he enjoys hiking with his dog and learning how to fly fish.

 

Princeton Hydro Participates in Rutgers Engineering Honors Council Competition

Princeton Hydro President Geoff Goll, P.E. participated as an alumni judge in the Rutgers Engineering Honors Council (REHC) Annual Case Competition.

The REHC Case Competition is an annual event in which students are given a case detailing a Rutgers-related issue and have a limited amount of time to analyze the case problem, develop a solution, and present their plans to a panel of alumni judges.

The judges critique the group and individuals on presentation, creativity, participation, feasibility of solution, and additional criteria. The competition is divided into two tiers, where the winners of each grouping of presentations then present to determine a final winner.

Over the past three years, more than one hundred students have participated and have included deans, alumni, administrators, and faculty in the development of the competition. This year, the judging panel incorporated four alumni, including Goll, who judged separate groups of three teams, and then joined together with the other judges to critique the final round of presentations.   

“It was a truly wonderful experience,” said Goll. “It’s so encouraging to see such eager and bright young minds that are on their way to becoming future engineering leaders.”

REHC, founded in 2011, is composed of Honors Academy and Honors College representatives and honor society presidents to provide a uniform voice to all sectors of the honors community in the School of Engineering. Students find unique opportunities to be mentored by industry professionals, engage with successful alumni, and exchange talents with their peers. 

Goeff Goll, Civil Engineering Class of 1990, brings extensive experience in water resources and geotechnical engineering to the table. He is highly experienced in stream restoration, dam removal, the design of large retaining structures, and building foundations and stormwater management systems.
